Biltmore Who's Who Selects Cathy R. Joyner as this week's Honored Member of the Executive and Professional Registry for 2009.
Cathy R. Joyner, program analyst of the U.S. Patent and Trademark Office (USPTO), has been selected as an Honored Member of the Biltmore Who's Who Executive and Professional Registry. The selection recognizes Cathy R. Joyner's commitment to excellence in the government and financial industry.
As a program analyst in the Budget and Finance Division, Cathy R. Joyner is responsible for the budget formulation for the Office of the Chief Information Officer (OCIO) at the U.S. Patent and Trademark Office. She provides budget and analytical support to the directors, managers, supervisors and IT specialists, as well as conducting analysis and making recommendations for improvements in the operations within the organization. She also works on numerous special projects at any given time.
Strong analytical, budget and financial skills are what Miss Joyner attributes to her expertise. Being "skilled in developing and managing budgets and in developing procedures and making improvements in the operations, excellent writing and speaking skills, being highly perceptive regarding detail and accuracy, and being very flexible and dependable" are critical, she says. Her desire to continue inspiring and providing support to co-workers and being a role model to the youth are very important and fulfilling to her. She credits her success to having faith in God and wanting to make a difference in the world by making it a better place than she found it. In the future, she says she would like to focus more on strategic planning for long-term goals that will help improve business processes, procedures, policies and the overall work environment that will result in increased moral and decreased turnover.
The USPTO is an agency that issues patents to inventors and businesses for their inventions and trademark registration for product and intellectual property identification. Based in Alexandria, Virginia, the USPTO cooperates with the European Patent Office and the Japan Patent Office as one of the Trilateral Patent Offices.
Miss Joyner recently celebrated her twentieth year with the USPTO under the Department of Commerce, dating back to January, 1989. She previously received her BS degree in Business Administration and Management from Virginia Commonwealth University, followed by an MBA in Business Administration and Management from Averett University.
Cathy received a Special Act Award, an EEO Counselor Award and numerous work performance awards over the years. She is a member of the Patent and Trademark Office Society, Empire Who's Who Empowering Executives and Professionals and Cambridge Who's Who. In her spare time, Cathy enjoys volleyball, swimming, tennis, ping pong and bicycling.
